各(ge)地级以上市人(ren)民政(zheng)府,省政(zheng)府各(ge)部门、各(ge)直属(shu)机构:

  习近平总书记(ji)指出,要树立(li)大食(shi)物观,在确保(bao)粮(liang)食(shi)供给(ji)的(de)同(tong)(tong)时,保(bao)障肉类(lei)(lei)、蔬(shu)菜(cai)、水(shui)果、水(shui)产品等各类(lei)(lei)食(shi)物有效供给(ji),向(xiang)江河湖海要食(shi)物,全方位、多途径开发食(shi)物资源,更好(hao)满足人民群(qun)众日益多元化的(de)食(shi)物消费(fei)需求。为深(shen)入贯彻(che)落(luo)实(shi)习近平总书记(ji)、党中央决策部(bu)署,加快推进我(wo)省现(xian)(xian)代渔(yu)(yu)业(ye)高质量发展(zhan),实(shi)现(xian)(xian)从渔(yu)(yu)业(ye)大省向(xiang)渔(yu)(yu)业(ye)强省转(zhuan)变,经省人民政府同(tong)(tong)意(yi),现(xian)(xian)提(ti)出以下意(yi)见。

  一、总体要求

  (一)指导思想。以习近(jin)平(ping)新时代中国特色(se)社会主(zhu)义思想为指(zhi)导,全面贯彻党(dang)的(de)十九大(da)和(he)(he)十九届历次全会精(jing)神,深入贯彻习近(jin)平(ping)总(zong)书记关于“三农”工作(zuo)(zuo)重要论述,落(luo)实(shi)省(sheng)(sheng)委、省(sheng)(sheng)政府“1+1+9”工作(zuo)(zuo)部(bu)署,以实(shi)施乡村(cun)振(zhen)兴(xing)战(zhan)略(lve)为引(yin)领(ling),以深化供给侧(ce)结构(gou)性改革(ge)为主(zhu)线,树(shu)立大(da)食(shi)物(wu)观(guan),坚持宜(yi)渔(yu)(yu)则(ze)渔(yu)(yu)、稳(wen)产(chan)保供、创(chuang)新增(zeng)效(xiao)、绿色(se)生(sheng)态,不断增(zeng)强广东(dong)渔(yu)(yu)业质量(liang)效(xiao)益和(he)(he)竞争(zheng)力,形成产(chan)出高效(xiao)、产(chan)品(pin)安(an)全、资源(yuan)节约(yue)、环境友好、调(diao)控有效(xiao)、渔(yu)(yu)民富(fu)裕(yu)的(de)现代渔(yu)(yu)业高质量(liang)发(fa)展新格局,推动(dong)我(wo)省(sheng)(sheng)乡村(cun)振(zhen)兴(xing)取得新进展新成效(xiao)。

  (二)基本原则。

  1.稳产保供,安全可控。坚(jian)持底线思维(wei),稳定水产养殖面(mian)积(ji),立足(zu)以养为(wei)主确(que)保供给,打造(zao)安(an)全可靠、自(zi)主可控(kong)的产业(ye)链(lian)、供应链(lian)。

  2.绿色发展,创新驱动。加(jia)强渔业(ye)资源(yuan)保护,推动水产(chan)养殖向环境(jing)可持(chi)续转(zhuan)型,构建(jian)生(sheng)态和谐发展(zhan)空间(jian)。以(yi)企业(ye)为主(zhu)体、市场为导向,产(chan)学研深(shen)度(du)融合,创新要素高效转(zhuan)化。

  3.产业为本,标准引领。优化产(chan)业结(jie)构(gou)和布局,提(ti)高产(chan)业组织(zhi)化水平(ping),发展产(chan)业集群,增强(qiang)规模化优势。构(gou)建全产(chan)业链标(biao)准体(ti)系,引导(dao)市(shi)场主(zhu)体(ti)标(biao)准化生产(chan)、规范化经(jing)营、精细化管(guan)理。

  4.治理有效,提质增收。更好发挥政府作用(yong),推进渔(yu)业治(zhi)理(li)体系和治(zhi)理(li)能力现(xian)代(dai)化。适应市场消费(fei)需(xu)求,扩(kuo)大优(you)质水产品供(gong)给,增加渔(yu)民收(shou)入。

  (三)主要目标。到(dao)2025年(nian),全(quan)(quan)省渔(yu)业经济(ji)总产(chan)值达(da)到(dao)4500亿元以(yi)上(shang)(shang)(shang),水(shui)(shui)产(chan)品总产(chan)量保(bao)持(chi)在900万吨以(yi)上(shang)(shang)(shang),水(shui)(shui)产(chan)品加工率(lv)达(da)到(dao)30%以(yi)上(shang)(shang)(shang),水(shui)(shui)产(chan)核心(xin)种源自给(ji)率(lv)达(da)到(dao)80%以(yi)上(shang)(shang)(shang),新增国家级(ji)(ji)水(shui)(shui)产(chan)健(jian)康养(yang)殖和生态(tai)养(yang)殖示范区10个(ge),健(jian)康养(yang)殖示范面积比例达(da)到(dao)65%以(yi)上(shang)(shang)(shang),水(shui)(shui)产(chan)品产(chan)地质量监测合格率(lv)保(bao)持(chi)在98%以(yi)上(shang)(shang)(shang),重点养(yang)殖区域(yu)全(quan)(quan)部实现养(yang)殖尾水(shui)(shui)达(da)标排放或资源化利用。培育5个(ge)以(yi)上(shang)(shang)(shang)区域(yu)公用品牌,建设3个(ge)跨区域(yu)产(chan)业集群,建成示范性国家级(ji)(ji)渔(yu)港(gang)经济(ji)区,打造辐射国内外的粤港(gang)澳大湾区水(shui)(shui)产(chan)品集散中心(xin)。

  二、夯实现代渔业产业基础

  (四)保障水产养殖发展空间。加(jia)(jia)强(qiang)水(shui)(shui)(shui)产(chan)养(yang)殖(zhi)(zhi)(zhi)(zhi)规划(hua)(hua)与国土空(kong)间规划(hua)(hua)衔接,将养(yang)殖(zhi)(zhi)(zhi)(zhi)水(shui)(shui)(shui)域(yu)滩(tan)涂、养(yang)殖(zhi)(zhi)(zhi)(zhi)设(she)施(shi)用地等纳入国土空(kong)间规划(hua)(hua),合理(li)保障水(shui)(shui)(shui)产(chan)养(yang)殖(zhi)(zhi)(zhi)(zhi)空(kong)间。完善重要(yao)养(yang)殖(zhi)(zhi)(zhi)(zhi)水(shui)(shui)(shui)域(yu)滩(tan)涂保护制(zhi)度,禁止非法(fa)占(zhan)用,严格限制(zhi)改变用途(tu)。加(jia)(jia)快(kuai)推进水(shui)(shui)(shui)域(yu)滩(tan)涂养(yang)殖(zhi)(zhi)(zhi)(zhi)发证登(deng)(deng)(deng)记(ji)(ji),做到(dao)应发尽发。稳定(ding)集(ji)体所有养(yang)殖(zhi)(zhi)(zhi)(zhi)水(shui)(shui)(shui)域(yu)滩(tan)涂承包(bao)经营,加(jia)(jia)强(qiang)水(shui)(shui)(shui)域(yu)滩(tan)涂养(yang)殖(zhi)(zhi)(zhi)(zhi)土地承包(bao)经营权统一登(deng)(deng)(deng)记(ji)(ji)工作(zuo),促进鱼塘租赁关系(xi)长期稳定(ding)。建(jian)立江河湖(hu)泊等水(shui)(shui)(shui)流自(zi)然(ran)(ran)资源(yuan)和湿(shi)地自(zi)然(ran)(ran)资源(yuan)确权登(deng)(deng)(deng)记(ji)(ji)信息共享机制(zhi),加(jia)(jia)强(qiang)养(yang)殖(zhi)(zhi)(zhi)(zhi)水(shui)(shui)(shui)域(yu)滩(tan)涂资源(yuan)确权登(deng)(deng)(deng)记(ji)(ji)管(guan)理(li)。(省农业农村厅、自(zi)然(ran)(ran)资源(yuan)厅等按职责分工负责,各地级以上市政府落实(shi))

  (五)实施水产种业振兴工程。深化水(shui)(shui)产(chan)(chan)种(zhong)(zhong)(zhong)业(ye)基(ji)础性公益性研(yan)究(jiu)(jiu),加(jia)大关键核心技术(shu)攻关力(li)度,开展(zhan)长周(zhou)期研(yan)发项(xiang)目试点。扶持育(yu)繁推一体(ti)化水(shui)(shui)产(chan)(chan)种(zhong)(zhong)(zhong)业(ye)联合体(ti),支持标准(zhun)化扩繁生产(chan)(chan)。加(jia)强(qiang)品(pin)(pin)种(zhong)(zhong)(zhong)性能测定,培育(yu)推广一批(pi)优(you)(you)质、高(gao)效的水(shui)(shui)产(chan)(chan)新(xin)品(pin)(pin)种(zhong)(zhong)(zhong),挖掘保(bao)护(hu)传(chuan)统优(you)(you)势品(pin)(pin)种(zhong)(zhong)(zhong)。建(jian)(jian)(jian)设水(shui)(shui)产(chan)(chan)种(zhong)(zhong)(zhong)质资(zi)源(yuan)库,强(qiang)化精准(zhun)鉴定评价,开展(zhan)资(zi)源(yuan)合理(li)化利用,建(jian)(jian)(jian)立健全(quan)水(shui)(shui)产(chan)(chan)种(zhong)(zhong)(zhong)质资(zi)源(yuan)保(bao)护(hu)利用体(ti)系。加(jia)强(qiang)水(shui)(shui)产(chan)(chan)新(xin)品(pin)(pin)种(zhong)(zhong)(zhong)知识产(chan)(chan)权(quan)保(bao)护(hu)和(he)交易平台建(jian)(jian)(jian)设,坚持办好水(shui)(shui)产(chan)(chan)种(zhong)(zhong)(zhong)业(ye)博览会,完(wan)善水(shui)(shui)产(chan)(chan)种(zhong)(zhong)(zhong)苗管理(li)体(ti)系,打(da)造广东(dong)水(shui)(shui)产(chan)(chan)种(zhong)(zhong)(zhong)业(ye)“南繁硅(gui)谷”。(省农(nong)业(ye)农(nong)村厅(ting)牵(qian)头,省科技厅(ting)、市场监管局、农(nong)科院,中国水(shui)(shui)产(chan)(chan)科学研(yan)究(jiu)(jiu)院南海水(shui)(shui)产(chan)(chan)研(yan)究(jiu)(jiu)所、珠江水(shui)(shui)产(chan)(chan)研(yan)究(jiu)(jiu)所等按职责(ze)分工负(fu)责(ze),各地级以上市政府落实)

  (六)提升渔业技术装备现代化和信息化水平。加(jia)快(kuai)运用现代化渔(yu)(yu)(yu)业(ye)设(she)(she)(she)施(shi)装备,加(jia)强自(zi)动饲喂环境(jing)调控、水(shui)产(chan)品收集(ji)、疫病(bing)防治等(deng)(deng)设(she)(she)(she)施(shi)装备研发和(he)生产(chan)。大(da)力发展设(she)(she)(she)施(shi)渔(yu)(yu)(yu)业(ye),推广应用工厂化集(ji)约(yue)养殖、立体生态(tai)养殖等(deng)(deng)新型(xing)养殖设(she)(she)(she)施(shi)。推进智慧水(shui)产(chan)养殖,构建(jian)基于物(wu)联(lian)网的水(shui)产(chan)养殖生产(chan)和(he)管理系统。鼓励渔(yu)(yu)(yu)船、渔(yu)(yu)(yu)业(ye)组织(zhi)进行数(shu)字(zi)化改造,建(jian)设(she)(she)(she)数(shu)字(zi)渔(yu)(yu)(yu)场、数(shu)字(zi)渔(yu)(yu)(yu)业(ye)园(yuan)区。支持建(jian)立水(shui)产(chan)品产(chan)供(gong)销(xiao)大(da)数(shu)据平台,深(shen)化大(da)数(shu)据等(deng)(deng)信息(xi)技(ji)(ji)术在渔(yu)(yu)(yu)业(ye)生产(chan)、经营、管理和(he)服务(wu)全链条的创(chuang)新应用。提(ti)高水(shui)产(chan)机械覆盖率,将渔(yu)(yu)(yu)业(ye)智能(neng)养殖设(she)(she)(she)备列入农(nong)(nong)机购置补贴(tie)范围(wei)。(省农(nong)(nong)业(ye)农(nong)(nong)村厅牵头,省科技(ji)(ji)厅、工业(ye)和(he)信息(xi)化厅、财政厅等(deng)(deng)按职责(ze)分(fen)工负责(ze),各地(di)级以上市(shi)政府落实)

  三、构建现代渔业产业体系

  (七)支持深远海养殖渔场和海洋牧场建设。科学布(bu)局(ju)建设(she)(she)深(shen)(shen)远海(hai)(hai)大型智能养(yang)殖渔(yu)场和(he)海(hai)(hai)洋(yang)牧场,选育适合深(shen)(shen)远海(hai)(hai)养(yang)殖的(de)品(pin)种,发(fa)展以(yi)重力(li)式深(shen)(shen)水网箱(xiang)、桁架(jia)式养(yang)殖设(she)(she)备为(wei)主(zhu)体的(de)深(shen)(shen)远海(hai)(hai)养(yang)殖,探索“深(shen)(shen)水网箱(xiang)+风(feng)电”“深(shen)(shen)远海(hai)(hai)养(yang)殖+休闲海(hai)(hai)钓(diao)”及海(hai)(hai)洋(yang)牧场、深(shen)(shen)远海(hai)(hai)养(yang)殖渔(yu)场与海(hai)(hai)上(shang)风(feng)电融合发(fa)展模式。鼓励以(yi)企业(ye)为(wei)经营主(zhu)体,开展以(yi)海(hai)(hai)洋(yang)牧场、人(ren)工(gong)鱼礁(巢)和(he)深(shen)(shen)水网箱(xiang)养(yang)殖区等为(wei)一体的(de)区域性渔(yu)业(ye)资(zi)(zi)源综(zong)合开发(fa),打造“粤海(hai)(hai)粮仓”。(省农(nong)业(ye)农(nong)村厅牵(qian)头(tou),省发(fa)展改革委、工(gong)业(ye)和(he)信息(xi)化厅、自然资(zi)(zi)源厅、生态环境厅等按职责分工(gong)负责,各地(di)级以(yi)上(shang)市(shi)政府落实)

  (八)建设现代渔业高质量发展示范园区。按(an)(an)照“一(yi)核一(yi)带一(yi)区(qu)”布(bu)局建(jian)(jian)(jian)(jian)设(she)一(yi)批渔(yu)业(ye)(ye)(ye)产(chan)(chan)(chan)业(ye)(ye)(ye)园(yuan)(yuan)、示(shi)(shi)范区(qu)、产(chan)(chan)(chan)业(ye)(ye)(ye)集群(qun)。在(zai)珠三角核心(xin)区(qu)规划建(jian)(jian)(jian)(jian)设(she)鲜活水(shui)产(chan)(chan)(chan)品冷链物(wu)(wu)流(liu)运输基(ji)地(di)(di),支(zhi)持深(shen)圳市建(jian)(jian)(jian)(jian)设(she)国(guo)家远(yuan)洋渔(yu)业(ye)(ye)(ye)基(ji)地(di)(di)、珠海市建(jian)(jian)(jian)(jian)设(she)省(sheng)级(ji)(ji)远(yuan)洋渔(yu)业(ye)(ye)(ye)基(ji)地(di)(di)、肇庆(qing)市建(jian)(jian)(jian)(jian)设(she)水(shui)产(chan)(chan)(chan)品物(wu)(wu)流(liu)交(jiao)易中(zhong)心(xin)、佛山市建(jian)(jian)(jian)(jian)设(she)淡(dan)水(shui)种(zhong)业(ye)(ye)(ye)示(shi)(shi)范基(ji)地(di)(di)。支(zhi)持沿海经济带建(jian)(jian)(jian)(jian)设(she)深(shen)水(shui)网(wang)箱(xiang)产(chan)(chan)(chan)业(ye)(ye)(ye)园(yuan)(yuan)区(qu),鼓励港澳流(liu)动渔(yu)民发(fa)展(zhan)深(shen)海网(wang)箱(xiang)养殖(zhi)、休闲渔(yu)业(ye)(ye)(ye)、水(shui)产(chan)(chan)(chan)加工等(deng)产(chan)(chan)(chan)业(ye)(ye)(ye)。支(zhi)持北部(bu)生态发(fa)展(zhan)区(qu)加强渔(yu)业(ye)(ye)(ye)基(ji)础(chu)设(she)施建(jian)(jian)(jian)(jian)设(she),拓展(zhan)科普展(zhan)示(shi)(shi)、旅(lv)游观光、休闲体验、健康(kang)疗养、文化传承等(deng)综合功(gong)能(neng)。(省(sheng)农业(ye)(ye)(ye)农村厅牵(qian)头(tou),省(sheng)自然资(zi)源厅、商务(wu)厅、文化和旅(lv)游厅等(deng)按(an)(an)职责分工负责,各地(di)(di)级(ji)(ji)以上市政府(fu)落实)

  (九)打造渔港经济区。开(kai)展渔(yu)(yu)(yu)(yu)(yu)港(gang)(gang)综合(he)(he)管(guan)理改革,明晰渔(yu)(yu)(yu)(yu)(yu)港(gang)(gang)所有权、使用权、管(guan)理权,鼓(gu)励社会(hui)资(zi)(zi)本参股投资(zi)(zi),促进(jin)(jin)渔(yu)(yu)(yu)(yu)(yu)港(gang)(gang)建(jian)、管(guan)、护(hu)良性循环(huan)。推(tui)动一级(ji)以(yi)上渔(yu)(yu)(yu)(yu)(yu)港(gang)(gang)和渔(yu)(yu)(yu)(yu)(yu)获(huo)物(wu)定点上岸渔(yu)(yu)(yu)(yu)(yu)港(gang)(gang)实(shi)现渔(yu)(yu)(yu)(yu)(yu)政渔(yu)(yu)(yu)(yu)(yu)港(gang)(gang)监(jian)督(du)执法(fa)力量驻港(gang)(gang)监(jian)管(guan),依港(gang)(gang)管(guan)船、管(guan)人(ren)、管(guan)渔(yu)(yu)(yu)(yu)(yu)获(huo)。加强渔(yu)(yu)(yu)(yu)(yu)港(gang)(gang)环(huan)境综合(he)(he)整(zheng)治(zhi),完(wan)善渔(yu)(yu)(yu)(yu)(yu)港(gang)(gang)污染防治(zhi)设(she)(she)施(shi)。常态化(hua)(hua)(hua)疏浚渔(yu)(yu)(yu)(yu)(yu)港(gang)(gang)港(gang)(gang)池、航道,提升渔(yu)(yu)(yu)(yu)(yu)港(gang)(gang)及避(bi)风(feng)(feng)锚地(di)有效避(bi)风(feng)(feng)率。统(tong)筹推(tui)进(jin)(jin)渔(yu)(yu)(yu)(yu)(yu)港(gang)(gang)和渔(yu)(yu)(yu)(yu)(yu)区城(cheng)(cheng)镇建(jian)设(she)(she),结合(he)(he)产业(ye)基(ji)础(chu)、城(cheng)(cheng)镇发展、海(hai)域岸线分(fen)(fen)布,因地(di)制(zhi)宜打(da)造陆(lu)海(hai)岛统(tong)筹、港(gang)(gang)产城(cheng)(cheng)融(rong)合(he)(he)、渔(yu)(yu)(yu)(yu)(yu)工(gong)贸游(you)一体化(hua)(hua)(hua)的渔(yu)(yu)(yu)(yu)(yu)港(gang)(gang)经(jing)济(ji)区。(省农业(ye)农村(cun)厅(ting)(ting)、发展改革委(wei)、工(gong)业(ye)和信息(xi)化(hua)(hua)(hua)厅(ting)(ting)、自然资(zi)(zi)源(yuan)厅(ting)(ting)、生态环(huan)境厅(ting)(ting)、住房(fang)城(cheng)(cheng)乡建(jian)设(she)(she)厅(ting)(ting)、商(shang)务厅(ting)(ting)、文化(hua)(hua)(hua)和旅游(you)厅(ting)(ting)等(deng)按职责(ze)分(fen)(fen)工(gong)负责(ze),各(ge)地(di)级(ji)以(yi)上市政府落实(shi))

  (十)推动产业深度融合发展。支(zhi)(zhi)持(chi)(chi)涉渔(yu)龙(long)头企(qi)业(ye)(ye)(ye)(ye)(ye)(ye)(ye)(ye)(ye)(ye)、行业(ye)(ye)(ye)(ye)(ye)(ye)(ye)(ye)(ye)(ye)协(xie)会(hui)和专(zhuan)业(ye)(ye)(ye)(ye)(ye)(ye)(ye)(ye)(ye)(ye)合作社(she)等(deng)构建(jian)产(chan)(chan)(chan)业(ye)(ye)(ye)(ye)(ye)(ye)(ye)(ye)(ye)(ye)联合体(ti),在(zai)信(xin)息、品(pin)牌、服(fu)务(wu)、销售、金融(rong)、保(bao)险等(deng)方面实现(xian)“六个统(tong)一(yi)”,促进行业(ye)(ye)(ye)(ye)(ye)(ye)(ye)(ye)(ye)(ye)规(gui)范化(hua)、规(gui)模(mo)化(hua)发(fa)展。支(zhi)(zhi)持(chi)(chi)新型经营(ying)主体(ti)通过土地经营(ying)权、水(shui)域滩涂养殖权等(deng)入股发(fa)展渔(yu)业(ye)(ye)(ye)(ye)(ye)(ye)(ye)(ye)(ye)(ye)产(chan)(chan)(chan)业(ye)(ye)(ye)(ye)(ye)(ye)(ye)(ye)(ye)(ye)化(hua)经营(ying)。支(zhi)(zhi)持(chi)(chi)远洋(yang)渔(yu)业(ye)(ye)(ye)(ye)(ye)(ye)(ye)(ye)(ye)(ye)企(qi)业(ye)(ye)(ye)(ye)(ye)(ye)(ye)(ye)(ye)(ye)重组整合、做大(da)做强。扶(fu)持(chi)(chi)基(ji)层社(she)会(hui)化(hua)服(fu)务(wu)组织,提供(gong)渔(yu)资供(gong)应、绿色(se)生(sheng)产(chan)(chan)(chan)技(ji)术(shu)、渔(yu)机作业(ye)(ye)(ye)(ye)(ye)(ye)(ye)(ye)(ye)(ye)、水(shui)产(chan)(chan)(chan)品(pin)初加(jia)工(gong)等(deng)专(zhuan)业(ye)(ye)(ye)(ye)(ye)(ye)(ye)(ye)(ye)(ye)化(hua)服(fu)务(wu)。提高水(shui)产(chan)(chan)(chan)品(pin)加(jia)工(gong)率,扩(kuo)大(da)精深加(jia)工(gong)规(gui)模(mo),推动水(shui)产(chan)(chan)(chan)品(pin)高值化(hua)综(zong)合利用(yong),以(yi)加(jia)工(gong)带动生(sheng)产(chan)(chan)(chan)、市场和销售。提升(sheng)快(kuai)(kuai)递物流行业(ye)(ye)(ye)(ye)(ye)(ye)(ye)(ye)(ye)(ye)服(fu)务(wu)渔(yu)业(ye)(ye)(ye)(ye)(ye)(ye)(ye)(ye)(ye)(ye)效(xiao)率,引(yin)导快(kuai)(kuai)递企(qi)业(ye)(ye)(ye)(ye)(ye)(ye)(ye)(ye)(ye)(ye)加(jia)强冷链(lian)物流服(fu)务(wu)能(neng)力建(jian)设,鼓励(li)创建(jian)以(yi)电商、大(da)型社(she)区为(wei)依托(tuo)的(de)产(chan)(chan)(chan)销对(dui)接渠道。(省农(nong)业(ye)(ye)(ye)(ye)(ye)(ye)(ye)(ye)(ye)(ye)农(nong)村厅牵头,省工(gong)业(ye)(ye)(ye)(ye)(ye)(ye)(ye)(ye)(ye)(ye)和信(xin)息化(hua)厅、商务(wu)厅、邮政管理(li)局及(ji)中国邮政集团广东省分公(gong)司(si)等(deng)按职责分工(gong)负责,各地级以(yi)上市政府落实)

  (十一)抓好品牌和市场。培(pei)育一批特色鲜明的水(shui)(shui)产(chan)区(qu)域公用(yong)品(pin)牌、优质水(shui)(shui)产(chan)企业(ye)品(pin)牌。以渔业(ye)文化节庆(qing)(展会)活动、“粤菜师傅”工(gong)程等(deng)为(wei)依托,策划开展水(shui)(shui)产(chan)品(pin)品(pin)牌推广、水(shui)(shui)产(chan)预制菜推介(jie)等(deng)活动,培(pei)育广东水(shui)(shui)产(chan)消费新热(re)点。拓展粤港澳大(da)湾区(qu)水(shui)(shui)产(chan)品(pin)销售市(shi)场,组织优质水(shui)(shui)产(chan)供应商(shang)“走出去”,邀请大(da)宗采购商(shang)“走进来”,促进国内国际双循(xun)环。(省(sheng)农(nong)业(ye)农(nong)村厅牵头(tou),省(sheng)商(shang)务厅、文化和旅游厅、市(shi)场监(jian)管局等(deng)按职(zhi)责分工(gong)负责,各地级以上市(shi)政(zheng)府落实)

  四、促进渔业绿色发展

  (十二)推动养殖池塘升级改造。推进(jin)养殖(zhi)(zhi)池塘(tang)标准(zhun)化改(gai)造。实施(shi)珠(zhu)三(san)角百万亩(mu)养殖(zhi)(zhi)池塘(tang)升级改(gai)造绿色发(fa)展三(san)年行(xing)动,推进(jin)重要(yao)公共水(shui)(shui)域周(zhou)边(bian)国(guo)考(kao)断面所在流域等养殖(zhi)(zhi)池塘(tang)升级改(gai)造,加快全省(sheng)水(shui)(shui)产(chan)养殖(zhi)(zhi)尾水(shui)(shui)排放在线监测和分类综(zong)合治理(li)。指导水(shui)(shui)产(chan)养殖(zhi)(zhi)项目依法开展环境(jing)影(ying)响(xiang)评价,出台水(shui)(shui)产(chan)养殖(zhi)(zhi)尾水(shui)(shui)处理(li)技术规(gui)范和排放标准(zhun),推广应用高效治理(li)模式(shi)。推进(jin)水(shui)(shui)产(chan)养殖(zhi)(zhi)废(fei)弃物资(zi)源化利(li)用。(省(sheng)农业(ye)农村厅(ting)、生态环境(jing)厅(ting)牵(qian)头,省(sheng)市(shi)场监管局等按职(zhi)责(ze)分工(gong)负责(ze),各地(di)级以上市(shi)政府落实)

  (十三)推广生态健康养殖模式。建立健(jian)(jian)全(quan)水(shui)产(chan)生(sheng)(sheng)态健(jian)(jian)康养(yang)(yang)(yang)殖(zhi)(zhi)相关管(guan)(guan)理制(zhi)度和(he)(he)标(biao)准,积极发(fa)展(zhan)多(duo)形式(shi)的标(biao)准化生(sheng)(sheng)态健(jian)(jian)康养(yang)(yang)(yang)殖(zhi)(zhi)模(mo)式(shi),推动出台标(biao)准化养(yang)(yang)(yang)殖(zhi)(zhi)操作规程。加(jia)强渔业投入品监(jian)管(guan)(guan),实现精细化、集(ji)约化、减量化。推广优质全(quan)价配(pei)合(he)饲料(liao),支持绿(lv)(lv)色(se)渔药(yao)和(he)(he)禁(jin)用药(yao)物(wu)替代(dai)品研发(fa),推进养(yang)(yang)(yang)殖(zhi)(zhi)全(quan)过程绿(lv)(lv)色(se)投入。严格执(zhi)行养(yang)(yang)(yang)殖(zhi)(zhi)常规药(yao)物(wu)的休药(yao)期(qi)制(zhi)度。鼓励发(fa)展(zhan)稻渔综合(he)种养(yang)(yang)(yang)、多(duo)营(ying)养(yang)(yang)(yang)层级立体养(yang)(yang)(yang)殖(zhi)(zhi)、海洋牧场、大水(shui)面生(sheng)(sheng)态渔业、陆基推水(shui)集(ji)装(zhuang)箱(xiang)养(yang)(yang)(yang)殖(zhi)(zhi)等(deng)(deng)生(sheng)(sheng)态健(jian)(jian)康养(yang)(yang)(yang)殖(zhi)(zhi)模(mo)式(shi),探索红树林与(yu)水(shui)产(chan)养(yang)(yang)(yang)殖(zhi)(zhi)耦(ou)合(he)共生(sheng)(sheng)的生(sheng)(sheng)态健(jian)(jian)康养(yang)(yang)(yang)殖(zhi)(zhi)模(mo)式(shi),增加(jia)渔业碳汇潜(qian)力和(he)(he)绿(lv)(lv)色(se)发(fa)展(zhan)空间。开展(zhan)国家级水(shui)产(chan)健(jian)(jian)康养(yang)(yang)(yang)殖(zhi)(zhi)和(he)(he)生(sheng)(sheng)态养(yang)(yang)(yang)殖(zhi)(zhi)示范区创建。(省农(nong)业农(nong)村厅牵头,省市场监(jian)管(guan)(guan)局(ju)(ju)、林业局(ju)(ju)、农(nong)科院等(deng)(deng)按职责(ze)分工(gong)负(fu)责(ze),各地(di)级以上市政府落实)

  (十四)全面加强水产品质量安全监管。完(wan)(wan)善(shan)水(shui)(shui)产(chan)(chan)(chan)(chan)品质量(liang)(liang)监(jian)管(guan)体系(xi)(xi)和(he)(he)追溯(su)体系(xi)(xi),加(jia)大抽检(jian)(jian)(jian)(jian)覆(fu)盖率,实施水(shui)(shui)产(chan)(chan)(chan)(chan)品“产(chan)(chan)(chan)(chan)地(di)准(zhun)出、市(shi)(shi)场准(zhun)入、质量(liang)(liang)可(ke)追溯(su)”制度(du)。严厉打(da)击养殖、运输、暂养、加(jia)工(gong)(gong)等环节违(wei)法用药行为(wei)。建(jian)(jian)设大湾(wan)区水(shui)(shui)产(chan)(chan)(chan)(chan)品供应基地(di),建(jian)(jian)立完(wan)(wan)善(shan)供港澳标准(zhun)水(shui)(shui)产(chan)(chan)(chan)(chan)品检(jian)(jian)(jian)(jian)验(yan)共享(xiang)平台和(he)(he)互认机(ji)制。布局建(jian)(jian)设塘头智检(jian)(jian)(jian)(jian)小站,为(wei)水(shui)(shui)产(chan)(chan)(chan)(chan)品就地(di)初加(jia)工(gong)(gong)、冷藏保鲜、快速检(jian)(jian)(jian)(jian)测、质量(liang)(liang)溯(su)源等提供设施条件(jian)。健(jian)全水(shui)(shui)生(sheng)动物疫病(bing)防疫和(he)(he)技术推广体系(xi)(xi),加(jia)强重大水(shui)(shui)生(sheng)动物疫病(bing)监(jian)测预报预警(jing),开(kai)展水(shui)(shui)生(sheng)动物疫病(bing)免疫试点。规范病(bing)死水(shui)(shui)生(sheng)动物无害(hai)化处理。(省(sheng)农业农村(cun)厅牵头,省(sheng)市(shi)(shi)场监(jian)管(guan)局、农科院等按职责分工(gong)(gong)负责,各地(di)级以上市(shi)(shi)政(zheng)府落实)

  (十五)构建渔业生产生活生态良好空间。高标准打(da)造(zao)一批美丽渔(yu)(yu)(yu)场,推(tui)(tui)动(dong)传统水(shui)产(chan)(chan)养(yang)殖场生态化(hua)、景(jing)观化(hua)、休(xiu)闲(xian)化(hua)改(gai)造(zao),发展观光(guang)渔(yu)(yu)(yu)业、渔(yu)(yu)(yu)事体(ti)验、休(xiu)闲(xian)垂钓、科普教育、文(wen)(wen)化(hua)健康等(deng)产(chan)(chan)业。加(jia)强渔(yu)(yu)(yu)业资(zi)源(yuan)调查评估,有序推(tui)(tui)进限额(e)捕(bu)捞试(shi)点,推(tui)(tui)动(dong)内陆江河捕(bu)捞逐(zhu)步退出、海洋(yang)捕(bu)捞挺进深远海。鼓励(li)捕(bu)捞渔(yu)(yu)(yu)船(chuan)转为休(xiu)闲(xian)渔(yu)(yu)(yu)船(chuan)并规范运营管理(li)。推(tui)(tui)动(dong)渔(yu)(yu)(yu)船(chuan)标准船(chuan)型应用,推(tui)(tui)广新材料新能(neng)源(yuan)技术,持续推(tui)(tui)进渔(yu)(yu)(yu)船(chuan)废(fei)气、污水(shui)和垃圾治理(li)。加(jia)强桑基鱼塘、稻鱼共生等(deng)重要文(wen)(wen)化(hua)遗产(chan)(chan)保护利用。广泛宣传渔(yu)(yu)(yu)业资(zi)源(yuan)养(yang)护,科学规范开展增殖放流活(huo)动(dong)。(省农(nong)业农(nong)村厅(ting)牵头,省生态环境厅(ting)、文(wen)(wen)化(hua)和旅游(you)厅(ting)等(deng)按职责(ze)(ze)分工负(fu)责(ze)(ze),各地级以上市政府落实)

  五、强化政策支持保障

  (十六)统筹发展和安全。加强对全(quan)(quan)省(sheng)渔(yu)业(ye)(ye)高(gao)质量发(fa)展的组(zu)织领导(dao),建立(li)完(wan)善省(sheng)级部门(men)间协调机(ji)(ji)制,做好(hao)产(chan)业(ye)(ye)规(gui)划(hua)、政(zheng)策制定、公共服务(wu)等工(gong)作。健全(quan)(quan)渔(yu)业(ye)(ye)防灾(zai)减灾(zai)体系,完(wan)善渔(yu)业(ye)(ye)安全(quan)(quan)生产(chan)管理制度,加强安全(quan)(quan)生产(chan)监管能力建设。整(zheng)合相(xiang)关科研(yan)院所、高(gao)校、新(xin)型(xing)研(yan)发(fa)机(ji)(ji)构人才资源,培育渔(yu)业(ye)(ye)生产(chan)、经营、管理等专业(ye)(ye)人才及复合型(xing)人才队伍(wu)。适时开展渔(yu)业(ye)(ye)法规(gui)规(gui)章立(li)改废(fei)释工(gong)作。

  (十七)深入推进渔业用海管理体制改革。开展渔(yu)(yu)业用(yong)(yong)(yong)海(hai)(hai)摸底普(pu)查,加强指导和信息共享,及时为(wei)符(fu)合(he)确权(quan)登(deng)记(ji)条件的养(yang)(yang)殖(zhi)用(yong)(yong)(yong)海(hai)(hai)、渔(yu)(yu)业基础设施(shi)等项(xiang)目用(yong)(yong)(yong)海(hai)(hai)办(ban)理海(hai)(hai)域(yu)使(shi)用(yong)(yong)(yong)权(quan)不动产权(quan)证书。推进(jin)渔(yu)(yu)业用(yong)(yong)(yong)海(hai)(hai)区域(yu)统一规划、统一环评、统一论证。逐步降低养(yang)(yang)殖(zhi)用(yong)(yong)(yong)海(hai)(hai)海(hai)(hai)域(yu)使(shi)用(yong)(yong)(yong)金征(zheng)收标准(zhun),符(fu)合(he)海(hai)(hai)域(yu)使(shi)用(yong)(yong)(yong)金减免条件的,加快办(ban)理进(jin)度。

  (十八)加强财税和金融支持。统筹涉渔(yu)(yu)(yu)资(zi)金(jin),支(zhi)持渔(yu)(yu)(yu)业(ye)高质量(liang)发展。落实惠渔(yu)(yu)(yu)补(bu)助(zhu)政策(ce)和(he)海水(shui)养殖、内(nei)陆养殖减半征收企业(ye)所得(de)税,水(shui)产动物、水(shui)产植物初加工等(deng)渔(yu)(yu)(yu)业(ye)服务项(xiang)目(mu)和(he)远(yuan)洋(yang)捕(bu)捞(lao)项(xiang)目(mu)免(mian)征企业(ye)所得(de)税政策(ce)。综合运用(yong)开发专属信(xin)贷产品(pin)、“政银保(bao)担企”合作、供应链金(jin)融(rong)(rong)等(deng)方式,积极对接重点渔(yu)(yu)(yu)业(ye)项(xiang)目(mu)融(rong)(rong)资(zi)需求。支(zhi)持县(市、区)政府建立政策(ce)性涉渔(yu)(yu)(yu)信(xin)贷风险补(bu)偿资(zi)金(jin)池,扩大渔(yu)(yu)(yu)业(ye)保(bao)险覆盖面,发挥省农业(ye)供给侧结构性改革基金(jin)作用(yong),引导社会(hui)资(zi)本多渠道投入(ru)现代渔(yu)(yu)(yu)业(ye)。

  (十九)加强执法和考核。实施(shi)《广东省(sheng)养殖水域滩涂规划(hua)(2021—2030年(nian))》,落实禁养区、限养区、养殖区管控要求,严格执行渔(yu)业捕(bu)捞许可(ke)、休禁渔(yu)制度,强化(hua)涉渔(yu)执法(fa),探索联合执法(fa)。将渔(yu)业转(zhuan)型升(sheng)级纳(na)入省(sheng)实施(shi)乡村振兴战略(lve)实绩考(kao)核,将水产品供给(ji)保障纳(na)入“菜篮子”市(shi)长负(fu)责(ze)制考(kao)核,压实地级以上市(shi)属地责(ze)任(ren)。
